I dont think that university education should be free at all. But when it comes to university education in Poland... Yes, it should be free. For all those, who have passed the exam and are full-time students. But I mean free, really free. All of the people who, for example, study in Warsaw but come from other towns, should receive place in a dormitory, no matter how much their parents earn. Living in a dormitory is not such a good thing, so nobody who can afford living on his own wont choose living in a tiny room shared with other people.
The way it is now, my education, as a full-time student, is very expensive though I dont have to pay for lectures and classes. My parents and I, pay huge sums of money called taxes but government miraculously does something with them so the tax-payers cant see any results: we dont have proper health-service, roads and good education (at a lecture we sit in a classroom for 80 people, at our year we have 150 students).
If anyone now asks me, whether university education should be free or not, I would say it should be payable but people should pay less taxes and save from the beginning for their childrens education. Prices at all universities should be reasonable with good system of scholarships. Just like they have in USA. There shouldnt be any ad hoc decisions because paid university at the moment can only close doors of higher education to at least 60% of those studying right now.
